Radio contest?

"This first contest was mainly a radio program, though there were cameras in the studio for the benefit of the few Europeans who had television." This is a strange statement - the contest was developped for television to start with. Why else would anyone had called it EuroVISION Song Contest had it been designed to be heard only?
