Removal of MEPs/Euro-Constituency details from this template

As the UK has now formally left the EU the East of England European constituency no longer exists and the sitting MEPs ceased to be MEPs on 31 January 2020. Therefore I have removed the East of England European constituency section of the template that gave details of the party affiliation and make up of the Members of the European Parliament for the East of England.
