Hong Kong Governement has an special establishment that calls Non-Civil-Servant. That means they performs the same duty as Civil Servant and has the same entry requirement. Yet, they do also observe the same regulation that apply to Civil Servant. The exception is that Civil Servent can receive more than 50% in terms of cash benefit. Besides, Civil Servant is protected by Hong Kong Chinese Civil Servants’ Association.

Public sector employees on contract terms are a critical factor in holding down the total cost of government. Given that only 18% of the population -- the smallest share in the developed world -- pays any tax on income, it is necessary to curtail spending.
