Redbaiting is a political tactic often synonomous with McCarthyism. It is primarily used by conservative and procapitalist figures to demonize any proposal that might limit the power of capital. Examples of redbaiting are saying that all unions are socialist or universal health care is communism. By definition, redbaiting is not used against actual socialists or communists, but against liberals who fear guilt by association.
