this article needs so much work for it to even potentially be included that the topic is better covered as a subsection of practical jokes rather than its own article. Many of the claims, such as 1 in 5 students has a stolen traffic cone, are cited from sources that don't mention the information and are not credible sources, anyway. This just needs to go.
