This article documents the history of development of a key milestone for Open Source software in the healthcare sector. The software itself is available under the GPL license without any cost and with many of the same copyleft aspects of wikipedia itself which I would think precludes it as "advertising". Removed deletion tag which was based on Notability, based on other articles already mentioned above this system is as notable as those, so it seems that if VistA is a relevant topic then certainly ClearHealth should be. VistA is the largest open source "inpatient" system, clearhealth is the largest open source "outpatient" systems. I am not quite familiar enough to know how to tag this for expert review but I think that is warranted.
