The Phoenix arms HP-22/HP-25 is a small, inexpensive semiautomatic pistol chambered in the .22 long rifle or .25 ACP cartridge. They are single-action and feed from a single-stack 10 round magazine. Early models included an 11 round magazine, before the Assault Weapons Ban. They have an external hammer and feature two manual safeties plus a magazine disconnect. The HP22/25 have a shotgun-style ventilated rib along the top and feature a blade front sight with windage-adjustable notch-type rear sight.

Phoenix Arms also markets a "target kit" for the HP22/25 that consists of a magazine with an extended finger rest and a 5 inch barrel.
