Central Policy Review Staff (CPRS), nicknamed the "Think-Tank" was established by Edward Heath on 1 February 1971. The idea was announced in the House of Commons on 15 October 1971 in the "Reorganisation of Government" (Cmnd. 4506). Lord Rothschild was the first director.
