They will be in another movie after Phantom Z

This movie is going to only have Raikou, Entei, Suicune and Celebi as the major characters that dictate the events of this movie. Watching the Japanese Trailer on the official website it obviously does not show Lugia and Ho-oh.

This means that the coming movie as being suggested contains Celebi and the legendary dogs as the major characters only.
