Nestling amidst verdant hills in Hyderabad is the permanent abode of the Indian Police Service (IPS) - Sardar Vallabhbhai Patel National Police Academy (NPA), the premier police training institution in the country.

Indian Police (IP) officers, until the country became independent, received probationary training in their respective provincial police training colleges. Since their training was not based on any uniform pattern or system, they did not know one another and many of them did not even have the opportunity of knowing the system of police work in other parts of India. After Independence, Sardar Vallabhbhai Patel, the first Union Home Minister emphasized the importance of having a ring of services which would keep the country intact under a Federal Constitution. He said, “...the Union will go, you will not have a united India, if you do not have a good All India Service, which has the independence to speak out its mind...”. Thus was born the Indian Police Service (IPS) as an All India Service, as successor service to the IP.

The constitution of the Indian Police Service as an All India Service necessitated a common pattern of police training. With a view to imparting induction training to the new entrants to the IPS who were drawn from all regions of the country and different strata of society, the Central Police Training College was established in Mount Abu (Rajasthan) on September 15, 1948.

The idea of setting up such a training institution for IPS was Sardar's brainchild. Through this measure, he forged a new uniformity of purpose and professional competence, which provided the needed protection to the national fabric. In a message, Sardar Patel had said, "The College is the first institution of its kind in India. It has no precedents to look back upon but has an inspiring example to set for future generations. It has to build itself and build others. It has to create among its alumni that love and reverence for their alma mater which are at once the pride and heritage of an educational institution. May it secure all this from the devotion and attention of its inmates...".These words have guided the functioning of this institution.

The institution was rechristened as National Police Academy in 1967, and finally named after its founder, as Sardar Vallabhbhai Patel National Police Academy (SVPNPA), in 1974. Due to the efforts of the then Director, Mr. S.M. Diaz with full backing of Home Minister Late Shri Brahmananda Reddy, the Academy moved from Mount Abu to its present location in Hyderabad in February 1975. Mr. Diaz persuaded the Chief Ministers of various States and the Directors General of Police to donate money for the constitution of guest houses in the Academy campus. Hyderabad is regarded as the training capital of India.

                                     MISSION STATEMENT

The primary purpose of the Sardar Vallabhbhai Patel National Police Academy is to prepare leaders for the Indian Police, who will lead/command the force with courage, uprightness, dedication and a strong sense of service to the people.

The Academy will endeavour to inculcate in them, such values and norms as would help them serve the people better. In particular, it will try to inculcate integrity of the highest order, sensitivity to aspirations of people in a fast-changing social and economic milieu, respect for human rights, broad liberal perspective of law and justice, high standard of professionalism, physical fitness and mental alertness.

The Academy will be a focal point for training of the trainers of police training institutions all over the country and will provide consultancy services to sister training institutions for improving their management of training function.

The Academy will be a centre for research studies on police subjects and will expand its resource base through tie-ups with similar institutions in and outside the country. The Academy is headed by a Director, an IPS Officer of the rank of Director/Additional Director General of Police who is assisted by 2 Joint Directors of the rank of Inspector General of Police. Presently Shri K. Vijay Kumar, an IPS officer of 1975 batch of Tamil Nadu Cadre, is the Director of the Academy. Other faculty members belong to Indian Police Service, Academic and Scientific World. Headed by the Union Home Secretary, the Academy Board has senior police and administrative officers, social scientists and eminent educationists as its member. The Board periodically reviews the functioning of the Academy. The Alumni of the Academy have served the greatest democracy of the world (India) with commitment, dedication and selfless motives. At the altar of duty so far 28 IPS Officers have scarified their lives for preserving the law and order in the country. Many alumni have served the Government of India in various capacities like Governors, National Security Advisors and Chiefs of various intelligence agencies, State Police and Paramilitary Forces with distinction. In recognition of the outstanding achievements of the Academy and its service to the Nation, the Academy received the President's Colours on its 40th Anniversary on September 15, 1988.

The Training Programmes conducted at the Academy are the

=>Basic Course for IPS Officers,

=>Three In-service Management Development Programmes for officers of SP, DIG and IG levels of the Indian Police Service

=>Training of Trainers' Courses for the trainers of various police training institutions in the country

=>IPS Induction Training Course for State Police Service Officers

=>Short specialized thematic Courses, Seminars and Workshops on professional subjects for all levels of police officers etc.

Foreign police officers and other officers belonging to Army/IAS/IFOS/Judiciary, Public Sector Undertakings, Nationalised Banks, Insurance Companies, etc. also attend various specialized courses conducted. The Academy will shortly be conducting the Phase III, IV & V Mid – career training programmes for IPS officers.

In order to further improve the in-service training of IPS officers the Ministry of Home Affairs, Government of India, based on the directions of the Prime Minister decided to introduce a new scheme of Mid-Career Training Programme for IPS Officers with the following objectives :

(i) to prepare the IPS officers for the “next level competency” and (ii) to enable them to possess the necessary skills and attitudes to discharge their responsibilities effectively.

To give an operational drift to the scheme, a team consisting of Dr.G.S. Rajgopal (Former Director, NPA), Shri K. Koshy (Former Director General of BPR & D) and Shri V.N. Gaur (Joint Secretary, Ministry of Home Affairs) was constituted by the Ministry of Home Affairs to visit Maxwell School, University of Syracuse, John F Kennedy School of Government, Boston in USA, King College, London, National Police Improvement Agency, Bramshill, and Centre for Management Development at London Business School.

As per the approved scheme of Mid Career Training Programme, IPS Officers who are in the 07 to 09 years of service are eligible to undergo Phase III training; 14 to 16 years of service are eligible to undergo Phase IV training and 24 to 26 years of service are eligible to undergo Phase V training. Participation of IPS Officers in Phase III & IV of training programme would be the essential requirement for promotion and compulsory attendance of IPS Officers at Phase V would be the minimum requirement for drawing next increment from 28th year and beyond. The first programme of eight-weeks Phase-III Training of Mid Career Training for IPS Officers, which is mandatory in nature, has started on April 5, 2010. The Programme is to be conducted by the Charles Sturt University, Australia with the Indian School of Business, Hyderabad, as the Indian Partner. For Phases IV & V University of Cambridge, U.K. with Jindal Global Law School as Indian Partner and Indian Institute of Management, Ahmedabad with London Business School as foreign partners will be involved respectively.

Since the visit of Honourable Home Minister Shri P. Chidambaram the NPA received a boost. The Academy has now embarked on conducting the Tactics Course for the Police Officers from all States and CPOs with an aim to make them conversant with the conduct of tactical operations in militancy infested areas and the use of ground weapons to the tactical advantage with use of minor tactics and basic drills to counter terrorists activities.

In recent years the contents and methodology of imparting training to the IPS Probationers has been modified to keep in pace with the recent developments in all fronts in our country. Modules on Collection of intelligence, Leadership and Management, Terrorism, Jungle Warfare (some of which you introduced while heading NPS), Village Visit/attachment. Security arrangements in mega events like Maha Khumb Mela and Commonwealth Welfare Games etc. have been included/amplified. For instance, Jungle Craft & Reflex Firing have been beefed up further Urban Tactics Module, “Krav Mega”, “Tai Chi” for stress management, Scuba Diving and long distance cycling to improve stamina and endurance have also been added. Emphasis is laid on parasailing, archery and conduct of village visits.

Modular System has been introduced for teaching indoor subjects in integrated fashion. Shri P.D. Malaviya, the then Director of the National Police Academy picked up the thread from the Gore Committee on police training 1972 and motivated the faculty to prepare action plan for integrated teaching of police subjects. Shri P.V. Rajgopal prepared action plan for the development of the modules with the help of the faculty from Forensic Science, Law, Forensic Medicine and Police Sciences. Shri Ganeshwar Jha, Ex-Director, NPA, transformed the concept of modular approach into reality.

For teaching the faculty team reorganized the syllabus into below-cited modules:

The Academy has been very successfully implementing this approach for 7 years.

Zero Week has been introduced. It is aimed at orienting new entrants into the Indian Police Service towards 46 week of training at NPA. These IPS Probationers come from various diverse background. Very scientific procedures are adopted to set targets and standards of performance for achieving excellence in training. Assessment of Physical fitness, Body Composition Analysis, Complete Fitness Tests on `Endurance, Strength, Power and Speed are conducted’.

External Faculty of eminence provide support in imparting training in Cyber Crimes, Tactics, Media Management, Public Speaking and Strategies to combat, Insurgency, Terrorism and Religious Fundamentalism etc.


The Academy practices experiential learning methodology for imparting training. The methodology revolves around: •well structure Field Visits

•discussion on films and CDs .

•Intensive video feedback sessions for individual and group counselling.

The Academy also develops `Learning to Learn’ attitudes and techniques in the trainees. Initiatives for developing fully functioning IPS officers involve introduction of Counselling System and Co-curricular activities through various Clubs and Societies and structured interventions with great personalities from various walks of life. Some highlights of Counselling System of NPA are:

Al1 the IPS Probationers are divided into different small groups, who would be guided by a Counsellor, who will act as friend, philosopher and guide and would also give individual attention for inculcating the right attitudes and values required in the service and to clarify various dilemmas and conflicts that arise in the minds of youngsters. The Counsellors would continue to impart guidance even during the District Practical Training to iron out the apprehensions of the probationers, which they will get in their District Practical Training to arm them in taking up their career in its entirety. Other domains covered in the counselling systems include –

The Academy has a full-fledged Training of Trainers Wing for Training and Development of Police Trainers, Training Administrators and the Police Leaders managing training functions at the highest level. The National Police Academy motivates its faculty to under Action research to improve the contents and methodology of courses being run at the NPA. They are encouraged to develop Case Studies, Simulated Exercises and Quality training through research. Under Police Leadership Scheme Senior Police Officers are motivated to take up research in various areas of policing.

The Academy also focus on the programme for the development of its own faculty. The faculty is motivated to pursue higher studies. Faculty Development Courses for both Indoor and Outdoor trainers are conducted. Faculty members are deputed to participate in seminars, symposia and the training courses in India and abroad. From time to time, they visit the institutes of eminence in India and abroad to evolve the functional models of change for the Academy.

The Academy believes in establishing collaborative linkages with the organizations in India and abroad. It has signed Memorandum of Understanding (MOU) with Osmania Univeristy, Tata Institute of Social Sciences, Bureau of Indian Standards, and V.V. Giri National Labour Institute in India

The Academy awards Police Fellowship Schemes to Fellows who propose to undertake research in contemporary issues in policing.

During the tenure of Shri A.A. Ali, Director of the Academy Shri Rajiv Gandhi visited the Academy twice in late eighties and provided funds very generously for building up the world class training infrastructure at the National Police Academy.

Learning Infrastructure of the Academy includes Modern Seminar Halls, illennium Training Complex, Conference Halls and Auditorium and classroom for indoor training, A.P. Conference Hall, Kerala Auditorium, crime Scene Hall, The Forensic Science Laboratory, IED Model Room, modern Interrogation Room, Computer Labs, IT centre and Computer Forensic Lab, language laboratory, electro-mechanical Firing Range, training Simulator, library, photography Section, alumni Column and M.T. Section.

Recently built Diamond Jubilee Complex contains Sand Model Room and a multi-purpose room, the State of the Art Endurance hall, Fire-arms Training Simulator and other outdoor equipment stores. The Academy has a state of art Gymnasium with a full range of variable resistance equipment. A large number of stretching machines for exercising various parts of the body, a number of treadmills, bicycles, etc. are available for use by the trainees in the Academy. The Riding Section provides basic equestrian training to the probationers, which includes stable management, basic riding, dressage and show jumping. The objective of basic equestrian training is to build self-confidence amongst the probationers, besides initiating them to the use of Mounted Police in various law and order duties and maintenance of public peace.

The Academy is in the process of setting up a full-fledged “Special Tactics Wing”. NPA is also acquiring new weapons, ammunition and explosives for imparting practical training. It is establishing a computer digital sand table in which 3 dimensional images of selected areas will be seen for planning the tactical operation. Modern firing and tactical firing ranges are being constructed. Latest firing simulators are being procured for training. IED model exam will be used for providing training. Data bank of various cases pertaining to terrorist and naxalite actions has been created.

The Academy’s Publication Wing has brought out a large number of books and monographs on police subjects. The Academy also publishes a journal and a Newsletter. The Academy Publication has also brought 5 volumes of good practices in Policing, in Training, in Welfare, in Gender Issues and Community Policing.


Following days and events of National importance and importance to NPA are celebrated with gaiety.

•Commemoration Day Parade on 21st October every year in memory of the police martyrs who laid down their lives at the altar of duty during the preceding one year.

•Sardar Vallabhbhai Patel's Birth Anniversary is on October 31, and is celebrated as the Founder's Day of the Academy.

•Prime Minister's Silver Cup Essay Competition on police subjects.

The 46-week Basic Training of the Probationers of each batch culminates in the Passing Out Parade (POP). The week preceding the Passing Out Parade is celebrated as Academy Week, by organising various programmes and events which include, Director’s Parade, cultural programme, Full Dress Rehearsal of Dikshant Parade, Service Dinner, Guest Night and Dikshant Parade.
