TrafficShaperXP
Traffic Shaper XP is a freeware traffic shaping utility for the Windows operating system, which can be used to control the rate at which specific programs upload/download data.[1]
Criticism
The software has limitations which are not advertised upon download, such as the maximum upload and download speed of the computer being limited to 3,687kbit/s unless a non-free version is purchased.[2] It appears to remains that way until the program is uninstalled and the computer rebooted.
