Raoul Thomas Moat, 37, is a former bouncer from Newcastle upon Tyne, England.[1] He was released from Durham prison on 1 July 2010 after serving a short sentence for assault. Shortly after his release, Raoul Moat allegedly shot three people, murdering his estranged girlfriend's new partner and causing life-threatening injuries to her and a police officer.[2] Northumbria Police extended their search to neighbouring counties in a national manhunt on 5 July 2010. Northumbria Police were informed about Moat's potential to harm his ex girlfriend, Sam Stobbart, by Durham Prison.

A letter allegedly sent to police by Moat on 5 July 2010 read "The public need not fear me but the police should as I won't stop till I'm dead.".[3]
