The following is a list of recurring, minor characters in the Disney Channel Original Series, The Suite Life on Deck.

Woody Fink

Woody in the Suite Life on Deck episode Parrot Island.

Woody Fink (Matthew Timmons) from Cleveland, Ohio, is Cody Martin's roommate on the S.S. Tipton. He is very different from Cody, being messy and disorganized and having bad grades at school. He only packed one pair of underwear for the whole school semester, but wore another pair. In "Flowers and Chocolate", Woody had a huge crush on London's best friend and he pretended being London's butler from England. Chelsea Brimmer and mentioned he lived in Cleveland. The fact that Woody lived there is mentioned on his sash in "The Beauty and the Fleeced". He also claims to have eleven toes (eight on one foot and three on the other), but in the episode "Showgirls", Woody is seen to have five toes on each foot. Woody also directs, does make-up and hair and guards the studio for London's web show "Yay Me! Starring London Tipton". Woody also can direct passed wind to sound like different songs. In the episode "Sea Monster Mash", he mentions that he has brothers and friends off the ship that aren't smart. He also has gas, according to Cody and can fart "Classic rock", as he can fart Led Zeppelin's "Stairway to Heaven" after eating the Mexican buffet. It is also revealed that he has a younger sister who is much bigger than he is. However, in a later episode, it is stated that he is the youngest of nine. Woody has lots of trash under his bed that is big enough to build a little mountain and make clothing out of garbage. He appears to be a very messy eater as it is mentioned in "Sea Monster Mash" that he only eats in the bath tub because he says Cody hates crumbs and only lets him eat in the bath. Woody has some weird green stuff in between his toes as mentioned in "Parrot Island". In a few episodes of the series he has been interested in a female student named Addison who has also shown possible interest in him. He then went out with a girl named Becky in "Smarticle Particles". Woody appears more often in Season 3 than he does in the first two seasons. In Rat Tale after he gets bitten by Buck (Cody and Bailey's pet rat) he thinks he mutates into a human-rat hybrid and later he save's Buck from falling off of an extremely high place, and does amazing acrobatic feats.

Emma Tutweiller

Emma Tutweiller (Erin Cardillo), or Miss Tutweiller, is one of the primary teachers at Seven Seas High, the school on board the S.S. Tipton. Miss Tutweiller tries to keep the twins educated, but while Cody maintains his mission to stay on the teacher's good side, Zack would rather be anywhere but school. Miss Tutweiller does her best to make every lesson something to remember, but Bailey and Cody always say what she's going to say first, which makes her frustrated. She says Cody and Bailey are her 2 best students and Zack, Woody, and London are her 3 worst students. She wears an anklet shaped like a heart and used to be a dancer in a chorus line. In several episodes, she has been shown to have self-esteem issues, and a frequent running gag has Miss Tutweiller abruptly making comments or outbursts about bad relationships while speaking to the kids, often causing her embarrassment. Mr. Blanket has a huge crush on her. She has also gone on two dates through out the whole series. The first was with Mr. Moseby and the second was with Louis; an explorer who works at the exhibit in the episode "Can You Dig It?". It was also revealed that in the episode "Lost At Sea" she was in her mid-thirties. She also is the only teacher that you see on board the ship. Also, she used to work on a weather show called W.I.M.P, which you see her in the episode 'Seven Seas News'. Mr.Moseby has a crush on her, also. It is shown that she likes Mr. Moseby, too.

Kirby Morris

Kirby Morris (Windell D. Middlebrooks) is the ship's overweight security guard. He first appeared in "Showgirls". Kirby never finished high school, so Zack and Cody help him study for the GED test causing him to graduate. He gets sweaty and nervous during tests as he couldn't get past the first question which was "Put name here". He played Arena football and is a friend of Kurt Warner. In "Any Given Fantasy" he coached Cody in football. In "Seven Seas News" that he had a T.V show which was called "Boat Cops" which was especially made for S.S.Tipton but he stopped the series because someone stole his camera.It is interesting to note that Kirby's professional job is a security guard, and that the name "Kirby" is short for Cerberus.

Addison

Addison (Rachael Bell) is a friend of Bailey's as shown in "Roomies." and a girl Woody likes. She also talks really fast that sometimes people can't understand her. She appeared in the episodes "International Dateline", "Kitchen Casanova", "Goin' Bananas", and "Marriage 101". She was also mentioned in the episode "Flowers and Chocolate". In the episode "Goin Bananas" it was shown that she has a terrible fear of ping-pong balls [citation needed] and has a crush on Woody. In the episode Marriage 101 Addison marries Woody for a class assignment and Marcus became their baby. She also shows that she is good at arm wrestling and apparently weighs 83 pounds.She is also addicted to candy.

Margaret

Margaret is the manager's assistant on the ship. Her name was revealed in the season 2 episode "Roomies". She normally doesn't have a speaking role but you do see her in the background of the lobby and the main deck. She has a resemblance to Irene the concierge at the Tipton Hotel. She has never been credited on the show before.

Mrs. Pepperman

Mrs. Pepperman (Lillian Adams) has appeared in three episodes. She first appeared in "Parrot Island" in the group of people that was angry for going to Parrot Island instead of Europe. She later appeared in "International Dateline" as a member of the senior citizens karate class. She was in the senior citizens activities class in "The Wrong Stuff". When things don't go her way she says a long and annoying "NOOOOOOO."she has only been in season 1 but is mentioned through out the series

Connie

Connie (Jennifer Tisdale) is the ship's activities coordinator. She hosts the movie night in "Flowers and Chocolate" and the seniors convention in which she wasn't able to do because her boyfriend dumped her leading Zack to host the seniors in "The Wrong Stuff". She appeared once again in the episode "Cruisin' For a Bruisin'", in which she has to take over control of the ship's captain's birthday party after Mr. Moseby breaks his arm. Connie's ex-boyfriend tells her that he is breaking up with her again as she said.She dressed as a clown to cheer up Mr. Moseby. Note: Jennifer Tisdale is the older sister of Ashley Tisdale, who played Maddie on The Suite Life of Zack & Cody.

Padma

Padma (Tiya Sircar) was London's original roommate until London bribed her with expensive jewelry so she would leave, allowing London to have her own cabin. In Mommy and the Swami, Padma returns, asking London to pretend to be her roommate because she doesn't want her mother to know that she traveled the world shopping with her Aunt instead of studying. Even though her plan failed her mother is letting her attend the school next semester. She is also shown to be a good dancer as shown in Mommy and the Swami.

Carey Martin

Carey (Kim Rhodes) is Zack and Cody's mother. She appeared on the first episode "The Suite Life Sets Sail" and has since appeared in "Mom and Dad on Deck".She was also in the show "The Suite Life of Zack and Cody."

Holden

Holden (Chad Duell) is a boy whom Bailey originally liked. She danced with him in "International Dateline" but their dance ended when he vomited on her shoes. He appears again in "Boo You" when Bailey uses his tie to get spice off her tongue. So London made up for her prank by giving Bailey a date with him. Bailey ruined their date looking for a hidden camera in the food thus ending their relationship. He was not heard from again after Cody and Bailey began dating.

Maya

Maya (Zoey Deutch) is one of the ship's waitresses and helps Zack serve drinks. Zack has an obvious crush on her and she reciprocates but plays hard-to-get due to his playmaking attitude. She becomes the target of Zack's modified 6-month plan, designed by Cody. Zack eventually becomes friends with her due to receiving advice from Cody to be just friends first, then move on later. She appears in several episodes. Maya catches on easily, as shown in "My, Oh Maya", where after being on the S.S Tipton for 1 day, she already knows that Zack hits on every girl on the ship. In "Das Boots" when Woody, London, Zack and Maya are stuck in London's shoe submarine and when they are all about to die because of the loss of air, Zack admits he loves Maya and Maya says she feels the same way. When Cody saves them, Maya says not yet to becoming Zack's girlfriend. In "My, Oh Maya", it is revealed that she is from New York.

Mr. Blanket

Mr. Blanket (Michael Hitchcock) is the ship's guidance counselor and psychologist. He apparently has a crush on Ms. Tutweiller and has helped Zack, with his fake fear of bananas and ended up helping the tension between Zack and Cody. He has also helped Mr. Moseby and Zack, with "relationship problems". He is good at making dolls and once made dolls of Zack, Mr. Moseby, and Ms. Tuttweiller. He is obsessed with cupcakes. Zack thinks that Mr. Blanket is the one who needs counseling since he is crazy. He also wrote a book about counseling. Even though he is a guidance counselor, he has never studied psychology and has issues, he, himself need counseling with. In the episode "The Defiant Ones", he falls off the ship, and he reappeared in the episode "Mean Chicks". Mr.Blanket also has an addiction to sniff rabbits.
