Blue Bowman is name of an alternative guise of Batman's enemy Signalman.

Evil Green Arrow

The Blue Bowman appears Batman: The Brave and the Bold episode "Deep Cover for Batman voiced by James Arnold Taylor. This show's version of Blue Bowman is actually not Signalman, but rather the evil, parallel dimension version of Green Arrow. He is friends with Owlman and is part of the Injustice Syndicate. He does not use the typical gimmick arrows used by his Earth couterpart and mainly used lethal varieties with razor sharp tips and explosive edges. He even has Dyna-Mite spie on "Owlman!"
