Great start! Minor detail- bold the topic in first sentence- Things to expand on: history of the Spectrum Policy Task Force and go into more detail of the Spectrum Policy

Look at old featured articles for ideas. You might want to add images that could possibly show your points in a better light. Something that also needs improvement is your Introduction.
