AFEM and GWTEM

my active duty Navy time spanned from early 2001 until early 2005. I was in the Persian gulf on 9/11, and I deployed again in 2003, serving in both Operation Iraqi Freedom, and Operation Enduring Freedom. This article claims that one can not hold both the AFEM and the GWTEM...but I do. When I rad this, I double checked my 214, and there it is...both of them.

explanation please?
