Tracy Beaker (played by Dani Harmer) is the main character throughout the series. She returns to Elm Tree house, having previously lived there as a child from 2002–2006 (see The Story of Tracy Beaker). Tracy Beaker is seen on television by the kids promoting her new autobiography called Who Cares, but several hours later, she is arrested for using Cam's credit card to publish her book without permission and she bumps into Mike and one of the Dumping Ground kids called Liam in the police station. She is given an opportunity of instead of being in jail after being dropped of all charges by Cam she is to write a column for the local community newspaper. Tracy finally goes back home and listens to the many answer-phone messages left by Cam. With the fear of being kicked out again, she decides to pack her bags and head for the Dumping Ground to talk to Mike. Tracy arrives at the Dumping Ground only to be told by Gina that Mike has gone out somewhere, but Gina lets Tracy in as it is pouring with rain outside; the kids at the Dumping Ground recognize Tracy from the television and Tracy gives a copy of her book and signed to Gina for £6.00 instead of £6.99. Gina then lets Tracy tuck all the kids into their beds. When Tracy finally talks to Mike, he accidentally lets slip to Gina that Tracy was arrested. Gina is angry because of letting her put the kids to bed. Tracy talks to Mike about needing a job to prove that she will repay Cam and Mike gives her a job at the Dumping Ground. Gina does not like Tracy after she finds out she was put in jail .

Tracy is told to enforce the cleaning rotas and believing it will help get him and Tee fostered, Johnny starts volunteering himself and Tee for everyone's chores in return for gold stars in his file. Tracy feels Johnny is bullying Tee into doing all the house work. So she promises them gold stars no matter what they do. Tee forgets about Johnny and his chores and climbs the biggest tree in the garden in inspiration of Tracy's dare which she mentioned in her autobiography. When she gets stuck Tracy tells her to come down. Johnny climbs up to help her but Tee falls; she narrowly escapes serious injury thanks to an intervention by Toby. Tracy believes she'll get sacked but none of the kids have told Mike or Gina about the accident. Meanwhile, Liam and Frank try to make money by selling Tracy's books but the books end up being taken away by the recycling van to the recycling centre. In Series 2, Tracy holds a protest on the Dumping Ground roof after the council threaten to close it due to cuts and send the kids to Burnywood. Lily Kettle (Jessie Williams) is having some major problems of her own and seeks help from Tracy, so she climbs onto the roof. Much to Tracy's horror, Lily slips and falls off the roof. When Lily gets out of hospital, Tracy talks Cam into fostering her. Tracy bonds with Lily and they become like sisters.

In series 3, Tracy tries to bond and get shy Kitty out of her shell despite being warned of her unpredictable behaviour, because this leads to Kitty being frightened by the loud noise of the other children and causes her to push Tracy down the stairs, as Tracy put her arm round her to take her to the garden. Also when a fire breaks out in the attic, Tracy and Gus attempt to solve the mystery of the fire starter. Unfortunately, while investigating in the attic, Gus falls through the ceiling, luckily landing on Lily's bed and avoiding serious injury. Because of Tracy's 'irresponsible' behaviour and considered a threat and danger to the children, she is fired by Denis Stockle, the new head careworker. With a little help from Rick with the investiation, she proves it was Denis who accidentally started the fire and gets her job back, with him resigning.

In episode 7, Justine Littlewood returns, asking Mike to give her away at her wedding. The children say Justine is nothing like Tracy made out and Justine replied saying that Tracy tells a lot of lies. She brings the children onto her side, and was even thinking on fostering Carmen with her fiance Charlie but then Rick came in and said that Charlie was a conman. Tracy and Cam proved it to Justine and at the end of the episode, their rivalry had appeared to have stopped.

In the episode 'The Invitation', she decides to do a vote to decide which three children should go to the palace to meet the queen with Mike. When it goes horribly wrong, Mike decides he doesn't want to go because he'd be a hypocrite, receivng an M.B.E. after incidents like this. In the end, the children decide amongst themselves who they think should go and they choose Tracy as the third guest, along with Harry and Gus.

In the final episode she leaves to work in another care home with better pay. Mike finds a new careworker called Melanie to take Tracy's place and accidentally hurts Tracy by saying 'we will have extra brains on our side'. When Jody stops breathing, Melanie comes to the rescue and everyone was really pleased with Melanie, making Tracy jealous with Mike giving all his attention to Melanie, ignoring Tracy. The next day, they argue at Sapphire's flat and Tracy looses her temper and walks out, slaming the door shut, which causes the roof to collapse on him. She rescued him immediately and when she arrived back at the Dumping Ground, her and Melanie made friends as Melanie helped the children make a goodbye book. Tracy stays up all night as she can't bare to leave but does the next morning after she talks with Mike. In the last scene, it shows her looking at the book.

Frank later sees Elektra's true colours and teams up with Liam to play a trick on her.

At his grandad's grave, Frank vows to get him a headstone and to get money, sells his only heirloom – the antique pocket watch his grandad gave him – to an antiques dealer (Kacey Ainsworth). When Frank returns with the money he gets more bad news: his grandad is buried in a multi-occupancy pauper's grave and isn't allowed a headstone. Tracy buys an old car and gives Frank and Liam a lift to buy the watch back. But the antiques dealer has earmarked the pocket watch for another customer at a vast mark-up and won't sell it back. Until Tracy Beaker (Dani Harmer) comes up with a cunning plan to make her part with the heirloom - she sells her car. She doesn't think it will be worth much, but after selling it, she realises that the number plate (XANTHE) was personalised, and the car was worth about £1,000,000! The Dumping Ground residents rally together and surprise Frank with a special gift in memory of his grandad.

In series 3, Frank dates a newcomer from Burneywood Lizanne (Lauren Mote), and seems totally unaware that she is using him. When Liam and Johnny Taylor (Joe Maw) attempt to come to his rescue and scam her to prove what her motive really is, he reveals to Liam that he knows what Lizanne is like, but still liked her. Poppy Kettle

Lily Kettle is 12 years old, and the best friend of Carmen Howle (Amy-Leigh Hickman), grew up as a mother figure to her sisters, Poppy Kettle (Katie Anderson) and Rosie Kettle (Claudia Colling, later Millie Redfearn), even more so when her mother died and, as a result, her father became an alcoholic. In Series 1, herself and her sisters were fostered by well-meaning Matt and Christie, but they decide it is for the best that Lily returns to Elm Tree house for being extremely overprotective of her sisters. She was still allowed to visit them.

However, in Series 2, Matt and Christie decide to take her back, against Lily's wishes. A dramatic episode ends in Lily falling from a three storey roof; however, besides minor injuries and a broken leg she makes a full recovery. Lily is then fostered by Tracy Beaker's (Dani Harmer) foster mother, Cam Lawson (Lisa Coleman). In an episode in series 2, Lily, Tee Taylor and Carmen are invited to a pamper night in Cam's flat with Tracy. This ends in disaster when a fire is started by knocked over candles. Lily escapes unharmed. One day, however, Lily's father, Steve Kettle (Ben Cartwright) shows up again, and after meeting again, Lily decides to help him drop the restraining order so she can live with him again.

In Series 3, Lily's honest alibi to a fire in Elm Tree house was that she was with Carmen and Tee, and alibi supported by the two of her friends. However, the alibi is unneeded as it turned out to be Dennis Stockle, the care worker from Burneywood, who accidentally started the fire. In episode 5 Lily is determined to reunite herself and her father with Poppy and Rosie, although the meeting turns out to be a disaster when the girls cry and run away from Steve. Lily organizes a second meeting with the help of Tracy. All is well until Poppy throws up and the picnic comes to an end. Rosie tells Matt Perrie that the girls had met their dad and complain to Mike Milligan (Connor Byrne) and Gina Conway (Kay Purcell). In the end Poppy and Rosie stay with the Perrie's and Lily and her dad rescues Shadow, a three legged dog Frank Matthews (Chris Slater) found on the streets from being put down. Article: Carmen Howle

Carmen Howle is played by Amy-Leigh Hickman. 12-year-old Carmen made her first appearance on 8 January 2010. She has progressed over the show to being a very minor character in Series One to being one of the Major characters by Series 3. She is best friends with Lily Kettle (Jessie Williams) and Lily's younger sisters called her 'Auntie Carmen'. When Lily and her sisters get fostered, no one realises Carmen is really upset by this, but Tracy Beaker (Dani Harmer) encourages her to play with someone else. Johnny Taylor (Joe Maw) says Tee Taylor (Mia McKenna Bruce) should try and get fostered on her own but she takes it the wrong way. But the other kids have their own issues and don't want to play with Carmen, who becomes increasingly alienated and starts behaving deviously. Matters come to a head over lunch when she lambastes the people in the house, especially Tracy. That night, Carmen steals something precious from all the kids and barricades herself in her room with them. Tracy is let in to talk while the kids carry out a window assault using a ladder and water bombs. The attack is prevented, resulting in Gina Conway (Kay Purcell) getting soaked. Tracy comes to realise that Lily and her sisters had become like family to Carmen. She returns the kids' belongings and they come to realize Carmen wasn't thieving so much as reminding them what it's like to lose something precious. They let Carmen back into the fold with a game of cards.

Carmen's mother Helen Howle (Fiona Wade) turns up at the Dumping Ground wanting to see her daughter but Carmen refuses to see her after many years ago, Helen left Carmen for her boyfriend Lee. Helen tells Mike Milligan (Connor Byrne) that she has changed her ways. After having a talk with Lily, Carmen decides to go out shopping with Helen. Helen asks Carmen to come and live with her in Spain, she gives Carmen some time to decide to take the offer or to leave it. Mike tells Carmen that she can go and live with Helen if she wants to. In Series 2, Lily falls off the roof causing Carmen and Sapphire Fox (Saffron Coomber) to be carted off to Burnywood, Carmen gets angry when Tracy brings Lily back for a visit when she recovers. A friendship blossoms between Carmen and Elektra, but is soon ruined when Lily returns from her dad's for some respite care. Jealous Elektra begins to bully Carmen, and realises just how lonely she is due to her bad girl image.

Carmen, along with Elektra appears to be the most affected by the fire as she accuses a newcomer from Burnywood, Tyler Lewis (Miles Butler-Hughton), as the boy who stole her stuff in the beginning of the second series. She takes revenge along with Elektra by giving Tyler a taste of his own medicine by hiding his things, but after Elektra discovers a lighter in Tyler's belongings they decide to set fire to his things. This is when they discover Tyler's bag is full of fireworks and they also accidentally picked up Rick Barber's (Daniel Pearson) bag too. Carmen feels awful after she discovers that Tyler's precious things from his mum had been burned. This is where she calls a truce between her and Tyler. She is also angry when she discovers someone has put glue in her shampoo, Tyler admits that it was him after Carmen finds him crying over his only birthday card he ever got from his mum that Carmen burnt.
