GOST R Conformity Declaration

GOST R Conformity Declaration appears to be the document that proves the conformity of production to legal quality and safety requirements for this kind of production.

The Difference between Declaration and Certificate

The GOST R Conformity Declaration has the similar legal power as the Conformity Certificate. The difference between these two documents consists in different subjects of responsibility. By issuing the conformity Certificate for production the burden of responsibility for its safety proof is given to the certification organ that issued the document. While the drawing up the Conformity Declarations means that the responsibility for proof of safety of production by the given document is given to an individual entrepreneur or the director of the organization that signed the Declaration. After the Conformity Declaration has been drawn up it is registered in certification organs and has the same legal power as the Conformity Certificate.

The goods to be declared

The goods to be declared are listed in the “List of production to be obligatory declared”. Among them:

  • Food products;
  • Clothing and footwear (except for children);
  • Textiles and textile articles;
  • Furniture;
  • Pulp and paper products;
  • Plastic products for household use;
  • Engines;
  • Household chemicals;
  • chemical fertilizers;
  • fasteners;
  • Crockery and cutlery;
  • And others

The schemes of Declaration

  1. Declaration based on the proofs acquired by participating of the certification organ and (or) authorized testing laboratory;
  2. Declaration based on the personal proofs.

The peculiarities of the Conformity Declaration

Drawing up the Conformity Declaration has its own peculiarities. For example, the receiver of the declaration may be only Russian legal entity. These include Russian customers or buyers of foreign production, importers as well as the organizations that are registered as legal entities and represent the interests of the corresponding foreign manufacturers (official distributors, dealers, etc.) The GOST R Conformity Declaration may be drawn up for the period from 1 to 3 years.

The required documents

  • Technical description of production;
  • Contract for the production delivery;
  • Registration documents of the applicant for the Russian frim-importer.

In the case of the second certification it is recommended to provide the earlier made domestic and foreign conformity certificates, product catalogs and others.
