Technical Reglament Conformity Certificate

The TR Certificate is a common name of the Technical Reglament (TR) Conformity Certificate. The notion of the Technical Reglament was introduced relating to the certification of the products and other objects of proving the conformity by the Federal Law “About Technical Regulation” in the RF. Unlike the Russian standards the GOSTs, performing of Technical Reglaments was defined by the law as the obligatory ones on the territory of the RF, while the GOSTs have only recommendatory character.

The TR Certificate

The program of the RF Government for development of the Technical Reglaments meant the gradual replacement of the acting standards by the requirements of the corresponding Technical reglaments. Before introducing of the TR for the certain kind of the production the obligation of proving the conformity regulating the quality and safety of the production to the standards was set by the Governmental Act №982 of January 1 2009. By introducing the next TR of the RF the proof of conformity of the products safety obeyed he given document if the goods were included into the list of products regulated by the given reglament.

The types of the TR

Nowadays there are about 20 Technical Reglaments on the territory of the RF.

  • Of safety of blood, blood exchangers, products made of them, equipment for their use in transfusion-infusion therapy;
  • Of safety of technical equipment and machines;
  • Of safety of auto-transport vessels,
  • Of requirements to auto, aviation fuel and some other kinds of fuel;
  • For the production of tobacco industry;
  • For production of juices and other products of fruit and vegetables;
  • Of requirements of fire safety;
  • For food and technical oil-fat production;
  • For milk and dairy production;
  • Of the requirements to dangerous emissions into the atmosphere from automobile technicals on the territory of the RF;
  • Of safety of lifts and escalator equipment;
  • Of safety of apparatus and devices using gas as a fuel;
  • Of safety of marine transportation objects;
  • Of safety of gas distributing networks and gas consumption;
  • Of safety of inner river transport.

The process of certification

In accordance with them different products must be certified in the form of the certificate of conformity to technical reglament and the declaration of conformity. The procedure of proving the conformity is performed within one of the obligatory certification systems which are formed by a federal structure in a certain sphere of activity and have a state registration in Rosstandart, which has a responsibility to perform functions of a central body for proving the conformity in the RF.

The drawing up the TR Certificate is initialized by applying to the certification body that has the Attestation of Accreditation for proving the conformity to the requirements of a certain TR. The form of the TR Conformity Certificate is a little different form the GOST R Conformity Certificate. But also the TR certificates are drawn up on the typographic forms that have a number of security anti-fake levels.

The RF TR Conformity Certificate appears to be the official document that permits circulation on the territory of the RF of the production that must have the obligatory proof of obeying the requirements of safety of the Technical Reglament. If the production is listed in the reglament, so it must not be realized and exploited in Russia without the TR Certificate.


The RF TR Conformity Certificate gives the right to the manufacturers to mark their production by the circulation sign on the market. If the safety of the production is regulated by several Technical Reglaments, so the marking sign of TR Conformity may be used for the production only after drawing up all the obligatory TR Conformity Certificates.

The TR Conformity Certificates of the Customs Union

Until February 2012 on the territory of the RF there was one more technical reglament in accordance to which it was obligatory to draw up the declaration of the TR certificate on the base of the Russian reglament of safety of pyrotechnic materials and the products containing them. But according to the program meaning for the development within the frameworks of the legislation of the Customs Union Technical Reglament, they introduced the First CU Technical Reglament. Along with this the power of the corresponding RF reglament stops and the RF TR Conformity Certificate are not issued any more. The production listed in the CU reglament must go through the procedure of evaluating the conformity with drawing up the CU TR declaration or the certificate.

The program for developing the CU Technical Reglaments means 47 main documents which must in 2013 exchange the majority of RF TR which are valid on the territory of the RF. Nowadays the Customs Union Commission has made the corresponding decisions to enter more than 20 CU Technical Reglaments. Their enforcement is defined by the decisions themselves.

Since 1 June 2012 the CU TR Conformity Certificate is valid for the production relating to the means of individual protection. Since 1 July 2012 it is necessary to draw up the CU TR certificates in accordance with the following CU reglaments:

  • Of safe packaging;
  • Of safety of cosmetics and perfume production;
  • Of safety of toys;
  • Of safety of light industry production;
  • Of safety of production for teenagers and children.

The CU Technical Reglament Conformity certificates are drawn up in the certification bodies that are authorized within the national systems of conformity evaluation and included into the unified list of certification bodies of the Customs Union. The same requirement relates also to the certification laboratories because the most certificates of UC TR Conformity may be drawn up only on the base of independent tests of the samples of production in the specialized laboratory.

The CU TR Certificate acts not only on the territory of the RF but also on the territories of the countries that are the members of the Union (Belarus and Kazakhstan). The term of validity of a certain certificate is defined by the regulating document itself and in large extent depends on the kind of the production, certified volume, applicant who applies for the procedure of evaluation of conformity (no matter if he is a manufacturer, importer or the seller of the production), on the scheme of the certification, existence of different documents obligatory for proof of conformity and other factors.
