What does this tell us about these states?

Colorado

This has to be an error. There is no way Colorado has lower vehicle ownership per capita than DC. Other sources (FHWA) have shown that Colorado didn't have adequate data. This http://neighbors.denverpost.com/viewtopic.php?t=15547587 suggests that it has to do with the cost of registrtin, and the high number of cars in WY are actually cars that properly belong to CO
