The organisation Project for the New American Century wrote a report titled Rebuilding America's Defences: Strategies, Forces And Resources For A New Century, in September 2000, authored by Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Jeb Bush and Lewis Libby.

Some people consider the document proposed an attack on Iraq to obtain regime change. However, the attack plan was independent of whether Saddam Hussein remained in power or not.

The document stated that:

While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.
