offeree/offerer. The second paragraph says "Typically, the offeree remains accountable for the functionality and performance." Nowhere in the article does it say who the offeree is. I assume that it's the managed services provider, since the client is the offerer. I'm not a subject matter expert (that's why I'm looking on Wikipedia), but it seems to me that it should be the offeror who remains accountable. Would appreciate clarification.
