KABALIKAT CHARITY CIVIC COMMUNICATORS INC. also known as ''KABALIKAT CHARITY GROUP''. (Kabalikat means partner)This Group founded at the early years of 2006 by the Pioneer members of the Kabalikat Civicom. This is a larger and an active group of communicators in the Philippines, engage in public assistance particularly during disaster and national calamities or whenever there is a need to ensure public comport and convenience.[1] It is a non-stock non-profit charity organization whose noblest motive is the public welfare. Registered and authorized by the NATIONAL TELECOMMUNICATION COMMISSION (NTC) to operate several base, mobile (portable radio’s) to communicate with duly authorized station nationwide. Also, accredited and registered at the SECURITIES AND EXCHANGE COMMISSION (SEC)[2] under Registration Number CN200605353 and recognized by the National and Local Government, and Bargay's by means of Chapters or District in the area of responsibilities (AOR). And various government agencies, thus the organization originally conceived a more responsible civic communication body has now grown nationwide. It is a complex network of active communicators geared towards nation building.[3] Organization headed by the National President, Atty. Susane Lacson.[4]

History

The Kabalikat Charity is came from the Kabalikat Civicom. Mr. Gil de la Torre, founder and national president of KABALIKAT CIVICOM, INC.[5] since early 1990's, Gil dela Torre received a portable two-way radio, Icom 02AT, since then his dream of utilizing radio for social change begins. Most radio modulations on community bands have been fragmented and without direction for several decades, with most frequencies so occupied with unnecessary modulations or stymied by jammers that when the need calls for immediate radio assistance for relay of urgent messages, the responsible communicator when available, could hardly cope with exigency. Sadly, most of the time he was unavailable. To help remedy the situation, some responsible communicators banded themselves into a developmental radio group that is truly responsive to the needs of the community.Dela Torre named Mediacom to be a radio group dedicated for the public welfare. Its name can be traced back from civic organization which he first founded--Media Dynamics in 1975. This organization had assisted poor but deserving students pursued their studies in college thru sponsorship of several kindhearted individuals and philanthropists. In 1991 the registration of Mediacom group at the Securities and Exchange Commission (SEC) was not considered. A group of RMN-DZXL newscasters had already registered it in the late 80’s! Following this, De la Torre had coined the word Radiocom in place of Mediacom. And, to promote Filipino gung-ho spirit, the name Kabalikat Radiocom was adopted. Thus, Kabalikat Radiocom, originally conceived and established by Gil de la Torre was registered in 1992 under SEC Registration No. 92-755.Aside from Radiocom, he had also organized several radio communications groups in Metro Manila to assist Kabalikat in communication linkages and services for effective networking. Among these are: Kamagong Radio Assistance Group (KRAG) based in Cubao, QC, Lakas Antipolo Radio Communicators League (LARCOM) in Antipolo, Rizal; Youth Assistance Civic Action Group (YACAG) in Sampaloc, Manila; Group of Youth Assistance Communicators (GRAYCOM) Paco; He also assisted in the establishment of CAVERS, a CB-VHF radio communicators group in Montalban, Rizal. However, in the later part of 1993, a certain quarter in the Manila chapter, the first Kabalikat group established by De la Torre, do not lived up the Kabalikat ideals and created factionalism among members. This prompted, the Founder called for a national assembly on May 1, 1994 in Olongapo City to strengthen the organizational setup and to unite all Kabalikat and preserve its nationwide existence. It should be noted that 50 out of 51 Kabalikat existing chapters signified adherence to the renaming of the group into Kabalikat Civicom and recognizing it as the national organization.[6] the Kabalikat was founded in response to a need, that of raising the status of communicators to a position of high responsibility and importance as well as to enable radio enthusiasts to actively participate in public assistance, especially during calamities and emergencies. Modulations on community bands have been fragmented and without direction, with most frequencies so occupied with unnecessary modulations or stymied by jamers that when the need calls for immediate radio assistance for relay of urgent messages, the responsible communicator when available, could hardly cope with the exigency.[7] Every member of Kabalikat Civicom has strived to live by the following code of discipline and encourage others to do the same: (a) commitment to the public; (b) faith, love and belief in God; (c) love of country; (d) respect for the authorities and the government; (e) commitment to democracy; (f) responsiveness to the public; and (g) political neutrality.[8] Dela Torre create sub chapter in different big city such as Metro Manila he called that Kabalikat Charity as help Civicom in operation in thier AOR. Later on have an internal problem inside the leadership of dela Torre. Internal problems among members of KB139 (Daet, Cam. Norte) erupted, instead of solving the problems; Mr. Dela Torre allowed one faction to organize themselves into another chapter -- Kabalikat Charity 105 which was chartered on December 2000.[9] Gil dela Torre, is a dictator. He runs the organizations as if its his own private corporation where he appoints the regional governors. NO national election for the past 10 years (He wants to be the national president for life). NO national assembly[10] Many of the pioneer members of KB 10, and the other Kabalikat Charity Group chapter disappointed at this situation. The other chapters found a new chapter leadership such as Kabalikat Charity form a Kabalikat Charity Group, other is Kabalikat Malaya, and Kabalikat Bicol. On early year of 2006 the Kabalikat Charity Group, other Kabalikat civicom chapters, and kabalikat malaya form as one National organization was called Kabalikat Charity Civic Communicator Inc. based on the SECURITIES AND EXCHANGE COMMISSION (SEC) under Registration Number CN200605353, thus the organization originally conceived a more responsible civic communication body has now grown nationwide.[11]

VISION AND MISSION: Quality not quantity of members and programs, projects, undertakings and or actions.Transparency, openness, frankness and honesty, not dishonesty, secretive, hidden agendas, deceits and/or frauds. Service to humanity focused on community-based benefits and community participation not self benefit disguised as humanitarian service or endeavor. Collegiate decisions of well conceived and judicious policies, rules and regulations, guidelines, programs and projects. Not whimsical or spur of the moment single act or decisions.Begin and end each day, task or activity in commune with God Almighty, praising, thanking, seeking guidance and offering to Him the work and sacrifices of the Organization.[13]

Duties And Responsibilities

The work of educating the people on the importance of radio communications group in dynamics of nationhood has become the primary program plans of Kabalikat network of communicators. Since its establishment, the organization has mobilized, coordinated and initiated civic activities which involve communications, first aid, rescue operations, and traffic assistance to the public. Each chapter has able to assist rescue operations and fire conflagration in districts and municipalities. Rescue included first-aid and other medical assistance.[14]

Framework of Officers

According to Article VIII of the Constitution of by laws. Each District have a District officer, with different power and function. Here are the frame work of officers:
