Whatever this photograph depicts, and I am not one to doubt its authenticity in general, either the men pictured cannot be of the 21st Latvian Police Battalion (21. Schutzmannschaft Bataillon), as it was only formed on the 25th of February, 1942, or the dating of this picture is erroneous and it was not taken on December 15, 1941. I would hazard a guess they are either members of the Liepāja Ordnungspolizei, or self-defence units (indicated by those in the background wearing armbands).
