Axact is an Pakistani self-identified software company,[1] diploma mill, and accreditation mill, in addition to being in the process of starting the BOL Network.[2] Axact falsely describes itself as the "world’s leading IT company".[1]

On 17 May 2015, The New York Times published an investigative story reporting that Axact ran at least 370 degree and accreditation mill websites. The report said that although the company did sell software, its main business was "to take the centuries-old scam of selling fake academic degrees and turn it into an Internet-era scheme on a global scale." The Times further reported that the company had around 2,000 employees, some of whom pretended to be American educational officials and worked in shifts to keep the company open 24 hours per day.[2] Axact denied the story.[3][4] Shoaib Shaikh addressed Pakistani Media on 19 May 2015 and denied each and every allegations on AXACT.[5]

Investigation

Pakistani newspaper Dawn quoted an anonymous source from Pakistan's Federal Investigation Agency, "the FIA was aware of the issue but had not launched an investigation because it had not received a formal complaint."[6]

On 19 May 2015, Federal Interior Minister Chaudhry Nisar Ali Khan had directed FIA to begin inquiry whether the company is involved in any illegal business as alleged by NYT and asked for throughly investigation report.[7] The issue was also taken up in Senate of Pakistan where Chairman of the Senate Raza Rabbani constituted a committee to probe into the issue.[8]

Following the interior minister’s order, cyber crime team of FIA raided Axact’s office in Karachi and Islamabad and seized computers, recorded statements of employees as well taking into custody 25 employees of the company[8] and 28 employes from Rawalpindi office.[9] By evening, FIA team found and seized several blank degrees as well as fake letterhead of the US State Department.[10]

Investigation is transferred from FIA cyber crime department to corporate department.

Shoaib Ahmed Shaikh

Shoaib Ahmed Shaikh is founder and chairman of Axact. He paid 26 cents tax last year.[11] The company 'AXACT' paid an income tax of approximately Rs.18 lac 90 thousand and 800 for the year 2014.[citation needed] As per SECP, Mr. Shoaib Sheikh also had another company registered by the name of 'Labbaik' which is currently not in operation.[citation needed][importance?] On 19 May 2015 PM Axact Group Mr Shoaib denied all allegations on Axact Network called direct attack on BOL Network.[12]
