Are you sure you've got the right suspected master?
If 221.9.13.240 is PastieFace, then PastieFace should be investigated for identity to Janagewen, since the IP's edits do have characteristics similar to Janagewen's (and the IP geolocates to the same city in China as most of Jan's other confirmed IPs). Janagewen has been confirmed as the SP behind at least one other IP that recently "contributed" to talk:Physical Address Extension. In fact I was about to issue an SPI for Janagewen re this IP. Maybe I still will. PF could plausibly be named as a second suspected sock.
However although PastieFace does not write in completely correct English, and neither does Janagewen, my impresison - and that's all it is - is that PastieFace shows considerably better command of written English than Janagewen. I can't recall Janagewen writing nearly as coherently as PF often does. (Not always, but often.) The IP seems to me to write more like Janagewen than PF.
Furthermore, the outing threats issued by PastieFace (which were the reason for his lengthy block)... well, if they are from Janagewen they are of a completely different order than anything Janagewen has done before, about like the difference between throwing mudballs and lobbing hand grenades. The disruptive editing, the curse words, etc., are annoying, like mudballs... but they wash off; they are very, very unlikely to cause actual harm to anyone. Whereas outing threats, if carried out and are on target, might well do so. They are considered a "most serious" offense on Wikipedia, and rightly so. The worst Janagewen has done or threatened to do to other editors, whether under his own nick or under any of his confirmed socks or IPs, is to use abusive language, calling several of us "Wikipedia shits", "lower than a penny", trying to get my user page deleted, and the like. He has never threatened any actual harm, even the "social harm" of outing.
At the other end, PastieFace has never called anyone a "shit". Granted we don't have nearly as large a sample of his writing as we do of Janagewen's.
Nor has Janagewen used accusations of bias, paid editing, etc. (see PF's current talk page) in an attempt to get his way.
They do show some of the same lack of technical competence in the subject matter they're trying to work on, along with a complete stubbornness to learn better, despite multiple WP editors trying to explain the truth with multiple "horse's mouth" references. So there's that.
I think Janagewen's habits should be compared against all of PastieFace's edits (there are not that many of the latter). I assume that the administrator reviewing this SPI report can see the material that was revdel'd from PastieFace's talk page. The reviewing admin should absolutely review that material before evaluating this case.
But if PastieFace can be shown to be "technically indistinguishable" from Janagewen and his dozens of IPs, well... the least I can say is that, as non-lenient as I have been in reporting Janagewen's suspected socks and removing his edits after they've been confirmed, I will manage to be less lenient in the future. @PastieFace:, I am very sorry that, I just realised someone else mistook me as you. Sorry, I could never think about it. If you are here, if you have seen what that I contributed onto Wikipedia.org, you would understand how those shits do on the Wikipedia.org! They are vivid and have strong passion to report and block others? Why? I would love to tell you one thing, blocking one editor on Wikipedia.org would earn them at least 5 US dollars! 5 US dollars! I am so thankful for your words on your user page. But I would love to suggest you that please never waste your time dealing with those shits, because they are shits!
