Parameters

{{ACImplNotes/Proposal
| anchor = HTML section anchor, if different from name (for cases with special characters or duplicate section names).
This follows the # in your address bar when clicking on the section name from the table of contents.
| name = Name of the proposal
| number = PD Reference number (1, 1.1, etc.)
| support = Number of Arbs supporting (including 1st/2nd conditional votes)
| oppose = Number of Arbs opposing
| abstain = Number of Arbs abstaining
| pass = "fail" (without quotes) if an alternate version of the proposal is passing or "pass" (without quotes) for the standard enforcement provision. This will override the automatic pass/fail calculator.
| notes = Use <ref> tags here to mark special circumstances (An alternate is passing, notate first and second choices)
| active = override the number of active arbitrators which is normally pulled from {{casenav/data}}; do not use this parameter (with or without a value) unless you want to do that.
