2008 Presidential template?

Does anyone have any idea why the {{United States presidential election, 2008 navigation}} template is tacked on here? It seems not directly related.

Chair and Vice Chair for 2009

The positions of Chair and Vice Chair for 2009 have not been updated to reflect the information on the FEC official website. President Obama has nominated a replacement for one of the Democrats, and he can be expected to nominate replacements for other Commissioners whose terms are now expired. Of course, any nominees must be confirmed by the Senate. This article needs updating, but perhaps it is best done after the nominees are known. --DThomsen8 (talk) 10:56, 7 May 2009 (UTC)[reply]

Partisan?

"Defenders of the agency point out, however, that the Commissioners rarely divide evenly along partisan lines," -Reference needed: An editorial in the NYT of March 11, 2011 says just the opposite is happening now (He refers to cases where the Republicans regularly refuse to votte against violators).
