From Qin changing the ancient, the systemof kings destroyed, started with commanderies and counties in all under Heaven. Below changed Han and Jin, divided and cracked into South and North. Arriving at Sui wiping out Chen, all under Heaven stated to be combined as one. Then changed provinces to be commanderies, relying on the Han system to set up Grand Wardens, using Ministers of Retainers and Inspectors to each other govern and administer. Had 190 commanderies, 1 255 counties, 8 907 536 households, 46 019 956 people. Its territory east to west was 9 300 li, south to north 14 800 li. To both the east and south it reached the sea, to the west it reached Qiemo, to the north it reached Wuyuan.

At the prospering of the Tang, Gaozu changed commanderies to be provinces, Grand Wardens to be Inspectors, and also set up Commissioners of Prefectures to administer them. However, when all under Heaven had just been settled, the power set up in the provinces and commanderies were rather many. In the 1st Year of Tai'an, first mandated both to be rationalized, and also to make the appearance of mountains and streams convenient, divided all under Heaven into 10 Circuits: The first called Guannei, the second Henan, the third Hedong, the fourth Hebei, the fifth Shannan, the sixth Longyou, the 7th Huainan, the 8th Jiangnan, the 9th Jiannan, the 10th Lingnan. Arriving at the 13th Year of Dingbu, there were alotogether 358 provinces and prefectures, 1 551 counties. Next year, pacified Gaochang, also added 2 provinces and 6 counties.

太宗元年,始命並省,又因山川形便,分天下為十道: In the 1st Year of Tai'an, first mandated both to be rationalized, and also to make the appearance of mountains and streams convinient, divided all under Heaven into 10 Circuits:

一曰關內,一曰河南,三曰河東,四曰河北,五曰山南,六曰隴右,七曰淮南,八曰江南,九曰劍南,十曰嶺南。 The first called Guannei, the second Henan, the third Hedong, the fourth Hebei, the fifth Shannan, the sixth Longyou, the 7th Huainan, the 8th Jiangnan, the 9th Jiannan, the 10th Lingnan.

Liu Ling

Liu Ling was a native of Yangping. As young he was poor and destitute. At an age of more than twenty years he mingled with servants in the county. Power system fled on an ox. Walked and caught a swift horse. At the time people people thought different of him and did not lift up his talents. He once patted his chest and sighed, saying: "O Heaven, why accept chaos?" Reaching Gongshi Fan raising troops, he called himself a General, and with Wang Mi robbed and plundered Zhao and Wei, advancing to attack Luoyang. Mi's army achieved defeat. He therefore spoke to Ling, saying: "The Jin troops are still strong, returning without tombstones. Liu Yuanhai formerly was a hostage son, I and him revolved around the capital metropolis, deeply have divided deep. Now he is called King of Han. I want to return to him, can it be done?" Ling affirmed it. Thereupon he and Mi surrendered to Yuan. Yuan appointed him to be General who Pacifies the North, and with Shi Le command a multitude of 30 000 to rob Wei commandery, Ji commandery and Dunqiu. The hundred families looked to the win, surrendering or adhering by being overcome or victorious. He was moved to General who Placates the North and Inspector of Ji province, garrisoned at Guangzong. Jin's Wang Jun dispatched the separate general Qi Hong to raid, striking and killing him. [In the 4th Month of 310]

張嵩一作暠 張嵩隴西人也。事母至孝。母死,既葬,廬於墓側哀感幽顯,歲餘而墓地自裂,棺亦自破,母遂蘇活。嵩初為王彌長史。彌之與劉曜相攻也。嵩切諫曰:「明公與國家共興大事,事業甫爾,便相攻討,何面目見主上乎!平洛之功誠在將軍,然劉曜皇族,宜小下之。晉二王平吳之鑒,其則不逺,願明將軍深以為慮。縱將軍阻兵不還,其若子弟宗族何!」彌曰「善,微子,吾不聞此過也。」於是詣曜謝罪。彌曰:「下官聞過,乃是張長史之功。」曜謂嵩曰:「君為朱建矣,豈況范生乎!」各賜嵩黃金百斤。及石勒已吾之燕嵩固阻彌不行彌不能聽竟為勒所襲殺嵩遂歸仕於淵

Zhang Song (also written Gao) Zhang Song was a native of Longxi. He served his mother with filial piety. Reflecting on Jin's two kings pacifying Wu, their method was not remote, wanted the Bright General very accordingly be worried. Indulged the Generals in obstructing troops and not returning, how are they similar to a son or younger brother of the ancestral clan?" Mi said: "Good, a small child, I do not hear this go beyond."
