Did you read any of the historical sources cited? They literally refer to historical examples of people insisting that there were such things as "refugee camps" when any normal observer would see that they were otherwise, indeed concentration camps, which again was something that happened well before the boer war:

British soldiers filled tent cities with Boer women and children, and the military authorities called them refugee camps. Future Prime Minister David Lloyd George took offense at that name, noting in Parliament: “There is no greater delusion in the mind of any man than to apply the term ‘refugee’ to these camps. They are not refugee camps. They are camps of concentration.”
