Enrique Mora Benavente (born October 15, 1958, in Córdoba)[citation needed] is the Chief of Staff of Javier Solana, High Representative for the Common Foreign and Security Policy of the European Union.[1] As a Spanish diplomat, he has been posted in Beirut, Cyprus and Helsinki, among others.[citation needed]

He is the author of several papers about the Balkan wars[2] and crisis management.[citation needed]
