Kulan (Kazakh: Құлан, Qulan), named Lugovoe until 1992, is a small town that is the administrative centre of the Turar Ryskulov District of the Jambyl Region of Kazakhstan.

A big earthquake took place in the region with the epicentre at Kulan on 23rd of May, 2003. The economic damage caused by the earthquake was estimated to be around USD 120 million.
