Gmina Twardogóra is an urban-rural gmina (administrative district) in Oleśnica County, Lower Silesian Voivodeship, in south-western Poland. Its seat is the town of Twardogóra, which lies approximately 20 kilometres (12 mi) north of Oleśnica, and 40 kilometres (25 mi) north-east of the regional capital Wrocław.

The gmina covers an area of 167.99 square kilometres (64.9 sq mi), and as of 2019 its total population is 13,008.
