Norman Seabrook (Corrections Officer) is the former head of the New York City Department of Correction Union, COBA. [1] Norman became a corrections officer in 1995. [2] Norman was considered to be a power broker and strong union official. IN 2001, Seabrook was appointed by NY Governor George Pataki to a three-person, bipartisan Task Force to Reform New York State and New York City Elections. [3]

Norman was eventually convicted of corruption and was sentenced to jail. [4]
