Manuel N. Mamba (born August 19, 1958) is a Filipino politician who is the current provincial governor of Cagayan. A member of the PDP–Laban, he has been elected as a Member of the House of Representatives of the Philippines, representing the 3rd District of Cagayan. First elected in 1995, he was re-elected in 2001, 2004 and 2007. He was also a former Municipal Mayor of Tuao, Cagayan from 1988-1995.

A graduate of the University of Santo Tomas, Mamba is a physician by profession. He used to be the Presidential Legislative Liaison Officer, with Cabinet Rank and a member of the Cabinet. He is currently the Governor of the Province of Cagayan. He is a son of the late Congressman Francisco K. Mamba and Mrs. Estela Novena Mamba. He is married to Attorney Mabel Villarica-Mamba, former Chairperson and CEO of the National Youth Commission.
