The Chairman Enquiries & Anti-Corruption Establishment, commonly referred to as Chairman Anti-Corruption, is to head, supervise, and coordinate the working of the Enquiries and Anti-Corruption Establishment. The position of Chairman E&ACE is usually held by a Grade-21 Officer, of the Pakistan Administrative Service (PAS), and is regarded to as one of the most senior positions in the Government of Sindh.[1] The current Chairman Enquiries & Anti-Corruption Establishment is Mr. Allumudin Bullo, a senior Officer of the PAS serving in the rank of Grade-21.
Working directly under the Chief Minister and Chief Secretary, the Chairman may take up any pending or fresh enquiry regarding any department. Thus the Chairman has to keep close liaison with Heads of Departments and Divisional Commissioners to unearth cases of corruption.[2][3] There are 3 levels of committee's in Sindh province. The first and top-most committee is called Provincial Anti-Corruption Committee abbreviated as (ACC-I). This committee is the Chief Secretary, while the Chairman E&ACE is the Secretary and Senior Member. Then there is the Division Anti-Corruption Committee and lastly the District Anti-Corruption Committee.
Chairman E&ACE also commands over the Anti-Corruption Police, which is a specialized force which conducts raids. The Anti-Corruption Police is also used for the protection of higher-ups in the Anti-Corruption Department.[4]
The posting of Chairman E&ACE has been held by many influential individuals such as Mohammad Waseem[5] of ex-PCS and Allumudin Bullo of Pakistan Administrative Service (PAS).[6] It is pertinent to mention that Allumudin Bullo has held the posting of Chairman Enquiries and Anti-Corruption more than once.
In recent years, the Sindh Government has been trying to improve the image of its top anti-graft establishment. The Establishment also releases yearly reports regarding its performance.
