2003–04 Pirveli Liga was the 15th season of the Georgian Pirveli Liga.

Notes:
  1. ^ Shukura Kobuleti and Samgurali Tskhaltubo were initially promoted, but later were withdrew from the league due to financial difficulties.
  2. ^ Metalurgi Zestafoni were initially relegated, but after the merger with FC Zestafoni they were promoted to the Umaglesi Liga taking the place of Shukura and Samgurali.
