The State Heraldic Register of the Russian Federation is a list of descriptions and images of symbols which have received official approval in the Russian Federation. It was established “with the aims of the systematization and ordering of the use of official symbols and distinguishing signs.” [1] Authority over the register is assigned to the Heraldic Council of the President of the Russian Federation.[2]

The State Heraldic Register was founded in accordance with the decree of former President Boris Yeltsin № 403 dated March 21, 1996.

The Heraldic Register deals with the flags, coats-of-arms, emblems and insignia of the various bodies and agencies of the federal government and its subjects. All official symbols in the Register receive a registration number which remains unchanged henceforth. Ownership of an official symbol or mark entered into the register belongs to the holder of the symbol's registration or their assignee.
