In the beginning of the book, Luke Garner, a third child, is illegal. If he is found by the Population police, he and his family will be executed. |

Luke is a third child, but until his family sells most of their farm land, he does normal things. But when the houses of barons (rich people) are built all around their farm, Luke is forced to stay inside, in his attic. He studies all the families nearby, and one day, he realizes that some one else, possibly a third child like himself, seems to be in the house across from his. After many days of mustering up his courage, he sneaks into that house. There, he meets Jen Talbot, a more priveliged third child. Jen uses a fake ID, so she is allowed out of the house. But Jen is tired of being often hidden, and forms a rally at the presidents house for third children to attend. She attempts to persuade Luke into going, but Luke, fearing for his life, backs down. Jen goes along with 39 other third children, and it isn't until several weeks later when Luke sneaks into Jen's house that he finds out what happened. It turns out that all of them were shot down by the Population Police, according |
