Carlos Antonio Vargas Guatatuca is an indigenous Quechua politician of Ecuador.[1] He was leader of Confederación de Nacionalidades Indígenas de Ecuador (CONAIE) and Minister for Social Welfare in the Lucio Gutiérrez government.
