Bill Warner (born 1941, USA), true name Bill French, is an American author of a series of books about Islam, including shortened versions of the Koran, life of the Prophet Mohammed and his traditions. His books about Political Islam have been translated to many languages. He has written 15 books on Political Islam in total and his book Sharia Law for Non-Muslims is a bestseller in the field of Islamic law [1], [2]. Besides his publication activity on Political Islam, he gives talks on a national and international level and provides interviews both on television [3], [4], [5] and on other forms of media [6]. He takes part in discussions about Islam and gives lectures in various parts of the world, [7], [8], [9] including a conference supported by the president of the Czech Republic [10]. In 2014, he founded the international educational organisation CSPI International with its headquarters in the Czech Republic [11].

His publications focus on the political aspects of Islamic doctrine related to Non-Muslims (Kafirs). His books are based on the premise that Islam as a religion, and Political Islam as a recipe for how to act and implement legal regulations should be clearly delineated. Islam as a faith is an individual’s private decision and it should be treated with respect and tolerance. On the other hand, Political Islam is a collection of instructions intended for all people, and are intended to function as a mode of governance.[12]

Biography

Warner graduated from North Carolina State University where he got his PhD. in physics and mathematics in 1968. After the September 11th Attacks, he decided to make Islamic texts more accessible to the public[1] . He argues that he gained a knowledge of Islam by studying all the relevant Islamic texts from the time he was 30 years old.[13]

Political Islam

In his works, Warner does not address opinions of individual Muslims concerning Non-Muslims but only the relationship between Islamic doctrine and Non-believers. He narrows his focus to the part of Islam which is related to Non-believers - Kafirs. He calls this part of Islam ”Political Islam“. Of the entirety of Islamic doctrine, 51 %  is related to Non-Muslims, i.e. to Political Islam . Its goal, according to Warner, is to dominate over all things and the entire world should submit to its rules. Warner shows contradictions between the Cairo Declaration on Human Rights in Islam and western freedoms which are contained in innumerable documents such as the Universal Declaration of Human Rights from 1948. Bill Warner does not consider Political Islam to be compatible with the system of the western world“. [5], [13]

He considers Islam to be the most intricately composed political system of all time. It includes all aspects of human life – starting with food and drink, continuing with personal hygiene, clothing, family constitution, the rhythm of the day set by prayers, organisation of a state and municipalities, business, finance, war, peace, individual life and human relations, and ending with relations with Kafirs – i.e. with people who have other beliefs or are Non-believers. Every conceivable tool is employed in its spread or jihad. Jihad is not only violent and aggressive; conquering with sword is only one of its four aspects – the most visible and, for this reason, perhaps the least dangerous.

Bill Warner thinks that it’s necessary to study Islam in detail and to understand its multiplicity of faces, i.e. to understand both its peaceful and totalitarian aspects. He considers neglecting the study of Islam to be a 1400 year old debt. As one of the problems of Western Civilisation, he considers the fact of not knowing the Islamic rule that the later verses of the Koran (the totalitarian ones) have superior weight to the earlier verses (the peaceful ones) or they cancel them out.[14]

Statistical Islam

Warner examined the Koran, the Hadith, and the Biography of Mohammed (the Sira) using methods of simple statistical analysis, based on organizing text into categories (classifying by similarities such as slaves/slavery) and counting the quantity of  verses in these texts. His aim was to determine what amount of text in the foundational scriptures of Islam is related to certain topics, such as Non-Muslims, women or jihad. For example, he found out that 51 % of all words of the trilogy are not related to Muslims but to Non-Muslims. He found Islam had a sophisticated political system concerning non-Muslims that was as important to the doctrine as the religious aspects.

He also analysed the text of hadiths related to the relative positions of men and women. He found that 89.4 % of the 391 relevant hadiths ascribe a lower position to women than to men, 10 % ascribe equal position and 0.6 % higher position for women relative to men. Concerning the growth in numbers of Muslims, Warner discovered that the number of new Muslims that Mohammed was able to attract had a significant rate-increase after he escaped to Medina, the same time that he started to apply the concept of jihad and he became a warrior and politician.

This analysis also showed that 80 % of the words of Sira discuss the period when Mohammed lived in Medina, i.e. mostly concerning the political aspects of Islam and jihad. In a similar, manner he analysed other topics contained in the trilogy as well. All the data for these analyses are available on-line. [15] The results of this analysis were used in an interview with MEP Richard Sulik of the SME (one of the most widely-read newspapers  in Slovakia) [16] among other publications as example in paper by David Bukay.
