César Parra (born 1 May 1963) is a Colombian dressage rider who has been representing the United States since 2011.[1]

He competed at the 2004 Summer Olympics for Colombia where she finished 46th in the individual dressage competition. He has qualified for the 2014 Dressage World Cup Final in Lyon after finishing 4th overall in the 2013/14 North American League rankings. At the World Cup Final held in Lyon's Euroexpo Parra finished 16th in the field of 17 competitors.
