Ceasar C. Mitchell (born 1968), a Democrat, served as President of Atlanta City Council. He presided over all Council meetings and voted in the case of a tie vote by the 15 council members, made council committee appointments, and would exercise all powers as mayor hadd that office become vacant or the mayor became unable to fulfill his role. He ran for Mayor of Atlanta in the 2017 race, losing in the primary.
