The name translates to "Festival of Our Lady of Rosário" and so it follows that it celebrates the Lady of Rosário. The celebration starts with a mass in the main church, located in downtown, and after the mass, a procession starts and go from the church to the Our Lady of Rosary church. Then, there is another celebration there, which have the flagpole (with an image of the saint on the top) lift.
