Purpose of use in article (WP:NFCC#8)	This photograph will be used as the primary means of identifying Tchiani, the subject of this biographical article. This article has lacked a photograph of Tchiani since its creation on 28 July 2023. As Tchiani is the de facto head of state of a sovereign nation, the article not carrying an image of him is a significant issue.
Not replaceable with free media because (WP:NFCC#1)	Every available photograph of Tchiani appears to have been released internationally under the copyright of AFP. According to Niger's own copyright laws, the video and any derivative images of Tchiani's announcement would not be in the public domain until 28 July 2073. Tchiani has also not yet left the country, so photographs of him being released into the public domain or creative commons have less likelihood of being created.
Minimal use (WP:NFCC#3)	This file will be used exclusively in the subject's own article as the primary means of identification.
Respect for commercial opportunities (WP:NFCC#2)	This is a low-resolution image of Tchiani, cropped from a larger screenshot of the television broadcast given on TeleSahel. Potential commercial interest of the file's owner would be in the larger-resolution image or the complete video, neither of which are contained in this file.
