関東大震災後に復興事業の一環として建築されたアパートのひとつ。全部で16ヶ所が作られたが、2006年1月現在、三ノ輪アパートと上野下アパートの二ヶ所のみが現存している。

この三ノ輪アパートは二棟構成で、一階～三階が世帯用、四階が単身者用となっている。ダストシュートが造りつけられるなど、当時としては最新鋭の設備を誇っていたことが見て取れる。メインテナンスは決して良好とはいえなかった模様でコンクリートの剥落なども目立ち、そろそろ建築物としては寿命が近い。
