Mostrou o dr. Heitor da Silva Costa a dificuldade da construção no alto de uma montanha de 700 metros de altura, dominando um círculo de cerca de 276 graus, visível do mar, do centro da cidade e de seus diversos arrabaldes. Depois de acurados estudos, fixaram-se-lhe a forma e as dimensões. Mais de uma vez teve o dr. Heitor da Silva Costa de ir à Europa, onde lhe prestou valioso concurso o eminente escultor Paulo Landowsk, de acordo com o qual se modificaram as linhas da primitiva “maquette”. (Diário de Notícias)
