Not replaceable with free media because (WP:NFCC#1)	On extensive search I have been as yet been unable to locate an image with a license suitable for Wikimedia Commons. There may photographs from heir or organisations McNeill has been associated with but pragmatically I might find contact difficult and awkward. There are supplimentary images that could be used, such as a pink elephant or rowing scene, but a primary image of the person is generally appreciate in a biography article.
Minimal use (WP:NFCC#3)	This image would expected to only be validly usable on the article about the subject, and little use elsewhere.
Respect for commercial opportunities (WP:NFCC#2)	Pragmatically I cannot see any reason why this crop will harm the commercial interests of the owner. The crop is about the maximum possible and omits the locomotive in the background which was a key component of the original crop.
Other information	The subject of the photograph has been deceased since: 2010 The are two images from the painting, the one from which this is sourced and The Guardian at https://www.theguardian.com/uk/2010/nov/10/db-mcneill-obituary. Interestingly one of them is a mirror image, and my current view (possibly incorrect) of the jacket button being on the right makes the artuk.org the one which has not been mirrored.
