English: DOVER, Del.- Delaware National Guard Adjutant General Carol A. Timmons removes a cap and replaces a new cap to signify the promotion of Frank Vavala to Four Star General on April 1, 2017. Vavala was promoted to this rank as a member of the Delaware State Militia. This prestigious accomplishment marks the first time that a general has achieved the rank of four stars in the state of Delaware. Gov. Carney and Delaware National Guard Adjutant General Carol A. Timmons pinned the four star rank insignia on Vavala. Distinguished guests including members of the State of Delaware Congress and Senate, and Delaware State University Leadership were in attendance.
