- It is a low resolution image.
- It is being used in an article about the bombings.
- The article's educational content would be substantially diminished without it.
- It has no monetary value that is affected by our use of it.
- The image has become iconic as a symbol of the bombing, and is widely available.
- It is not replaceable with an uncopyrighted or freely copyrighted image.
